Kevin was born in 1942. He studied law at King's College London. He was called to the Bar by Inner Temple in 1965.
In 1965 he joined the Foreign and Commonwealth Office (FCO) as an Assistant Legal Adviser. He has served at British missions in Berlin, Bonn and Brussels. He has extensive experience of international negotiations through attending as a member, or as leader, of UK delegations to international conferences and bilateral meetings with foreign governments.
He retired from the FCO as Deputy Legal Adviser in 1999 and now practises as a barrister from York Chambers. He became a CEDR Accredited Mediator in 2002. He is also a community mediator with the East Surrey Community Mediation Service. As a mediator Kevin's experience has been with time-limited mediations at the Central London County Court and at the Guildford County Court and later with the National Mediation Helpline, conducting mediations on a wide range of commercial disputes. As a community mediator, Kevin has wide experience of dealing with disputes between neighbours, including disputes over boundaries, trees and high hedges, noise, and anti-social behaviour.
In 2004 Kevin was appointed a member of the NATO Appeals Board. This is a tribunal that acts as a final court of appeal in employment disputes between staff members of NATO and the Organisation. Kevin also has extensive experience in the law relating to cultural property, having served as legal adviser to the Ministerial Advisory Panel on illicit trade in Cultural Property. In 2008 he was appointed an expert adviser to the Department for Culture, Media and Sport to advise the Department on applications for immunity from seizure for works of art imported into the United Kingdom for temporary exhibition. He has been a lecturer in cultural property law at University College London and King's College London and currently lectures on cultural property law at seminars organised by the Institute of Art and Law.
Kevin speaks fluent French, has a good working knowledge of German and a working knowledge of Spanish and Italian. His interests include, tennis, antiques, opera and choral singing
